Private School
- Resident school/district: List resident school and district.
- Placement school/district: List private school and district.
- FAPE school/district: List district of private school and the public school in the same district where student is enrolled. (See DPI link below for more information)
NOTE: Districts may also choose to leave all District information as the public school, and only note the Private School information in the Private School section on the District tab. Doing so will allow the SEPA record to create automatically for the public school, and will eliminate the extra step of updating the SEPA record with the correct public school.
From DPI:
The responsibility for implementing the requirements for parentally placed private school students, including determining the proportionate share amount, falls upon the LEA where the student's private school is located – regardless of the student's residence. LINK
SEEDS Setup:
If the private school is located in the student's resident district, do not inactivate.
Students attending private school must be offered their three year re-eval.
WISEdata connection:
A private school cannot be the reporting school for a SEPA record. The student must have an enrollment in a public school (see DPI link above). The reporting school must be the public school where the student is enrolled.
Start date for private schools in the district needs to be the same as the public schools in the district.
Open Enrolled
- Inactivate the student when they open enroll to another district.

After the district of open enrollment activates the student, the following steps can be completed:
- Resident school/district: List resident school and district.
- Placement school/district: List open enrolled school and district.
- FAPE school/district: List open enrolled school and district.
SEEDS Setup:
Inactivate by clicking the Activate/Inactivate button at the top of the student's Student Detail View page if a student is open enrolling to another district. Be sure to match their end date in SEEDS with the withdrawal date in your SIS.
The new district will enter the Open Enrollment information, and change the Placement and FAPE district.
When Open Enrollment ends, inactivate the student.
Example:
- On 10/17/23, student is Open Enrolled to Mount Horeb from Testing District.
- Testing District inactivates the student.
- Mount Horeb activates the student, and changes the Placement and FAPE district to Mount Horeb. They also add information to the Open Enrollment section.
- On 5/30/24, the student ends Open Enrollment with Mount Horeb. Mount Horeb inactivates the student.
- Testing District activates the student and changes the Placement and FAPE district to Testing District.
WISEdata connection:
Prior to inactivating the student, add an end date to the SEPA record. This date should match the withdrawal date in your SIS.
Alternative Placements
The following schools are some of the alternative placement schools in Wisconsin:
- Richardson
- Chileda
- CESA Alternative Schools
- Lakeland (Walworth)
If a student will be attending one of these schools, do not inactivate the student in SEEDS. The resident school is often still responsible for writing the IEP.
UPDATED 10/9/24: Do not change the placement district if the student is attending an alternate placement unless if the student attends Chileda.
- If a student attends Chileda, please submit a Help Ticket to get placement information updated.
- A note about the student's enrollment can be added to the student's Evaluation tab and/or the enrollment information on the class/itinerant list.
In SEEDS, the Placement District drives the SEPA record. Typically, if a student attends an alternate placement, the Resident District is still responsible for sending the SEPA record and writing the IEP. For this reason, the Placement District should remain the same as the Resident District for all students attending an alternate placement, EXCEPT for Chileda.
WISEdata connection:
An alternative placement school cannot be the reporting school for a SEPA record. The student must have an enrollment in a public school. The reporting school must be the public school where the student is enrolled.
Students Under Contract

66.03.01 Information From DPI: In general, the school or LEA where the student is enrolled and receiving instruction is both the data submitting and accountable agency. The paying of tuition or having a contract does NOT transfer accountability back to the tuition paying agency for WISEdata student reporting purposes (This differs from PI-1563 reporting). Accountability transfer via the FAPE-accountable agency occurs only when an IEP transfers the student to another district for services.
WISEdata connection:
WISEdata reporting remains the resident district, as the student remains enrolled in the resident district and receives all other services (besides the 66.03.01 program) from the resident district.
Students Under a Tuition Sharing Agreement Information From DPI: An individual student is attending a non-resident district. The school where the student attends (sits in the desk) would be held accountable and would be responsible for data submission.
WISEdata connection:
The district where the student attends (sits in the desk) will submit the WISEdata in SEEDS.
