Progress Reports: I-3-P Overview

Prior to August 2026, SEEDS automatically created an I-3-P IEP Goal Progress form each time the I-3 IEP was created. The I-3-P and I-3 were linked: If the I-3 was copied/moved/archived/deleted, the I-3-P was also copied/moved/archived/deleted. 

The I-3-P matches DPI's I-6 INTERIM REVIEW OF IEP GOALS form. In order to be a closer match in both form and function, the I-3 and I-3-P now function as separate forms in SEEDS. 

• The I-3-P is now a standalone form. 
• Districts can create it in any event that has an I-3.
• Districts can create it on a timeline that works for the district. 
• The I-3-P can be moved/deleted independently from the I-3. 
• Goal data will pull from the I-3 in the same event as the I-3-P.
• Annual Review of Goals is now a separate form. Additional information about the Annual Review of Goals can be found in the Annual Review of Goals Help Center article.

Progress Report Process

Progress should always follow the goal. The I-3-P will copy the goals in the event in which it is created. 

• If goals are updated/edited/removed in an I-3 in an event, a new I-3-P should be created. 
• If goas are not updated/edited/removed in an I-3 in an event, a new I-3-P does not need to be created. 

Note: The I-3-AR should be created PRIOR to the I-3-P in an Annual Event. 

FAQs

Can a district create a new I-3-P in an event, even if goals were not changed? 

• Yes. A district can choose to make an I-3-P in every event if that is the district procedure. 

What if a student already has an I-3-P from last year? 

• Continue to use the previous I-3-P (until the next IEP meeting), or create a new I–3-P for this school year, or move the previous I-3-P to this school year. 

What if a student needs a review/revise this year? 

• If goals change in the review/revise I-3, create a new I-3-P. 
• If goals don’t change in the review/revise I-3, use the previous I-3-P or create a new I-3-P.

Can a student have multiple I-3-Ps in a school year? 

• Yes. A district may decide to make a new I-3-P in every IEP event.
