If the student is participating in an initial evaluation - regardless of age and whether they qualify for services or not - the student must have enrollment information and a TIE record must be sent from SEEDS.
Below is information from DPI regarding sending TIE records.
The TIE (Indicator 11) pilot started in 2022-23. The pilot period ended as of 3/28/24.
In order to reduce local educational agency (LEA) staff time and effort, DPI is phasing out the use of the Indicator 11: Timely Initial Evaluations application (Special Education Portal). Instead, DPI will snapshot Indicator 11 from data submitted by LEAs into WISEdata. In the past, only LEAs “in cycle” were required to submit data in any given year. In contrast and moving forward, this will be a data element submitted by all LEAs through WISEdata. In order to ensure that the data is valid and reliable, please note the following:
- All students who are evaluated for special education must have a WISEid and enrollment information. This enrollment is created and sent from the SIS, and must be present prior to the TIE record being sent in SEEDS.
- Data was collected starting with the December 2024 Snapshot.
- Districts that evaluated students without a WISEid, especially if these were children referred by the Birth to 3 programs, must go back and create WISEids for all children who were evaluated in 2023-2024, even if those children were determined not to be eligible for SPED.
