Special education data from public schools are sent to WISEdata as a Student Special Education Program Association (sSEPA). Each sSEPA record covers a specific period of time within the school year, and the services delivered within that time period.
Note: DPI refers to the record as a sSEPA record. SEEDS refers to the record as a SEPA record.
SEPA Data Gathered from Student Detail View Tabs
In order for a SEPA record to be created and sent in SEEDS, a student must have the following data points.

SEPA Data Fields
Each SEPA record contains the following information:
- SEPA Begin Date: For most students the begin date will be the first day of the school year the student receives spec ed services.
- The SEPA Begin Date must match the entry date in the SIS.
- If the student enrolls in the district after the first day, the SEPA Begin Date will be the date the student enrolls in the school.
- A new SEPA Begin Date will be created if the IEP/Service Plan Implementation Date is edited on the Evaluation tab.
- SEPA End Date: When a SEPA data field is edited, an end date will be added to the first SEPA record and a new SEPA records will be created.
- A SEPA record will be end dated and a new record will be created when the IEP/Service Plan Implementation Date is edited on the Evaluation tab, and the student already has an existing SEPA record.
- The SEPA End Date will be the day before the next SEPA Begin Date.
- A SEPA record will be end dated if consent is revoked or if a student is no longer eligible for services.
- A SEPA record will be end dated if a student is inactivated from a district.
- A student who is actively receiving services should not have an Exit Reason or SEPA End Date on the bottom most SEPA record row during the school year.
- A SEPA record will be end dated and a new record will be created when the IEP/Service Plan Implementation Date is edited on the Evaluation tab, and the student already has an existing SEPA record.
- Exit Reason: The reason a SEPA record is end dated.
- There are four options for Exit Reasons in a SEPA record.
- Continuing in Special Education: The student will continue to receive special education services.
- Exited District Due to Enrollment Code: The student has been inactivated in SEEDS due to an updated enrollment record in the SIS/WISE. Note: The specific exit type is sent from the SIS, not from SEEDS.
- Revoked Consent for Special Education Services: Consent for special ed services were revoked by the parents.
- Transferred to Regular Education: The student was dismissed from special ed services.
- A student who is actively receiving services should not have an Exit Reason or SEPA End Date on the bottom most SEPA record row during the school year.
- There are four options for Exit Reasons in a SEPA record.
- Reporting/Servicing School: The Placement District and Placement School from the District tab.
- FAPE School: The FAPE District and FAPE School from the District tab.
- Last Eval: The Evaluation Meeting Date from the Evaluation tab.
- IEP Begin Date: The IEP/Service Plan Implementation Date from the Evaluation tab.
- IEP End Date: The IEP/Service Plan End Date from the Evaluation tab.
- Environment: The Education Environment from the Evaluation tab.
- Disabilities: Reporting Disability and Other Disabilities.
- Reporting Disability is the Primary Impairment from the Evaluation tab.
- Other Disabilities is the Secondary Disability from the Evaluation tab.
- Additional Indicators: New in the 25-26 school year - Indicators for Residential Care Center (RCC) and Shortened Day
- RCC information pulls from the District tab. Include all data components for RCC, if applicable.
- Shortened Day information pulls from the Evaluation tab. Enter data as hours of shortened day, if applicable.
